I will check into this for you HOWEVER my friend has the iPhone (traitor that he is - haha) and he also cannot receive picture messages. From anyone...and ATT has the same "we don't have a clue" response.

Here are a few things to check: #1 Make sure that you have a recent rate plan and not an older grandfather plan. Reason= AT&T likes to restrict services and features from customers that are on TDMA plans or old Cingular plans. In order for customers to take advantage of current features they are required to migrate to a recent AT&T plan. (lame) #2 Have the AT&T associate remove the feature completely off the account and power cycle the device. Turn on the device and then add the feature back on the account and then power back off/on again. Reason= What this does is a reboot with AT&T sites and systems to fix any account issues that may not be correctly registered with AT&T systems the first time. #3 Check on the sending customers device and the same above steps. Reason= Unlocked phones, phones from overseas and phones that have been swiped from carriers like Cricket will in some cases prevent them from sending out texts, pictures, and email to other carriers other than their own since there are restrictions on unlimited plans. Example: unlimited $28 dollar plan and no credit check. If all the above does not work. Call into AT&T tech support and be prepared for troubleshooting off your mobile phone and also with the phone that you cannot receive message from. They will fix it. (hopefully)

The iPhone doesn't support MMS at all. So that's kind of a bad example. The rest of your advice on how to resolve it seems sound, otherwise.
