touch screen issue in LG cookie gs290 ...need help

touch screen on my LG cookie gs290 is having problems

when you touch the icons on the right side nothing happens

but when you touch an icon on the left it activates the icon on the right

there is no way to activate icons on the left its like the touch has shifted left

I cant reset or do a factory reset

is it posible to resolve this problem or does it need a new screenre

    It sounds like the phone will need to be looked at by Service... I don't know if it's just a screen issue or a combination of components that might be failing.
